I believe that you have a rare type of "Vesicular" rock - It's either a volcanic scoria, but could be from a meteor - thus it would be a meteor - These rocks form around gas bubbles which eventually escape leaving what appears to be holes in the rock... I would send this picture to some sort of geology center - It's a rare find!
